In exercise of the powers conferred by sub-section (3) of Section 43 of the Police Act, 1983, the Government hereby makes the following amendments in the Jammu and Kashmir Police Rules, 1960, which shall have effect not withstanding anything inconsistent in the Jammu and Kashmir Police Rules, 1960:
- All appointments to non-gazetted ranks by direct recruitment shall be made by the appointing authority on consideration of recommendations of the Jammu and Kashmir Services Selection Board (SSB).
- Provided that in respect of the posts for which process of selection has already been initiated on the date of issuance of this notification, the appointments shall be made on the recommendations of the Departmental Recruitment Board(s).
- The seniority list of Sub-Inspectors appointed after issuance of this notification against any direct recruitment posts in the Executive and the Armed wing of the Police Department, shall be combined, and maintained as per the applicable rules.
- All the vacancies of Sub-Inspectors to be filled up by direct recruitment in the direct quota shall be referred to the Jammu and Kashmir Services Selection Board.
Application for direct appointments:-
1. Direct appointments to the non-gazetted ranks shall be made at the beginning of a year, so that, appointments may be completed at least one month before the commencement of the session for the Intermediate Course in the Police Training School, which is normally on the first of April every year.
2. The applications will be invited by the Jammu and Kashmir Services Selection Board for such posts and the advertisements so issued will be given the widest possible publicity so that the number of applications may be large and the range of selection wide.
3. After the applications are received by the Jammu and Kashmir Services Selection Board and scrutinized, the candidates whose applications are found to be in order shall be required to appear in a written test, to be conducted by the Jammu and Kashmir Services Selection Board.
General Syllabus:-
The question paper will be set to assess the general awareness/general knowledge, knowledge of elementary mathematics, understanding and usage of IT, analytical aptitude, ability to observe and distinguish patterns, basic knowledge in English and such other attributes that are considered relevant for the post and are as per the prescribed eligibility qualification.
5. The number of candidates to be selected for appearing in the Physical Standard Test shall be six times the total number of vacancies to be filled up in each category.
6. The shortlisted candidates should meet the following physical standards:-
I. For Males:
(a) Height : 5'-6" (minimum).
(b) Chest girth : 32" unexpanded.
(c) Chest girth : 33 l/2"(expanded).
II. For Females: Height : 5'-2" (minimum)
Provided that for candidates belonging to the Gorkha community, the minimum height shall be relaxable by 2".
7. The candidates who meet the above physical standards shall be required to undergo the Physical Endurance Test, which shall consist of the following:-
I. For Male candidates :-
- Long Race = 1600 meters in 6 1/2 minutes (Six minutes thirty seconds).
- Pushups = 20 (one cycle of up and down to be counted as one).
II. For Female candidates:-
- Long Race = 1000 meters in 6 1/2 minutes (Six minutes thirty seconds).
- Shot put (4 Kgs) = 14 1/2 feet in three attempts.
8. The Physical Standard Test and Physical Endurance Test shall be of qualifying nature only, for which a Committee Shall be constituted by the Services Selection Board, in consultation with the Government in the Home Department.
9. The Jammu and Kashmir Services Selection Board shall make use of the modern techniques and take all other measures, including videography of the entire process of Physical Standard Test and the Physical Endurance Test, to ensure retrievability and transparency in the process.
10. The selected candidates, with reference to the vacancies, will be medically examined to assess their physical and medical fitness. The Medical Examination shall be conducted by the SSB before forwarding the select list to the Government in accordance with the rules.
Jk Police Sub Inspector recruitment rules
Qualifications for direct appointment as Sub-Inspectors:-
(l) In order to be eligible to compete in the examination, a candidate must satisfy the following conditions, namely:-
a) he holds a Bachelor's degree of a recognized University;
b) he is a domicile of Jammu and Kashmir;
c) he has attained the age of 18 years but has not crossed the age of 28 years on 1st January of the year in which notification inviting applications is issued by the Jammu and Kashmir Services Selection Board:
Provided that the upper age limit shall be 30 years in case of the in- service Police Personnel.
Provided further that every Ex-Serviceman having served in the Armed forces of the Union shall be allowed to deduct the period of such service from his actual age and if the resultant age does not exceed the maximum age limit prescribed for the post or service for which he seelks appointment by more than three years, he shall be deemed to satisfy the condition regarding age limit.
Rule 182.—For sub-rule (1), substitute-
“(1) The physical standards and age of candidates for enrolment as Constables shall be the same as for other ranks as mentioned in rules 175 & 176 of these rules.”
